Section 43. Power to remove difficulties.(1) If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order published in the Official Gazette, make such provisions not inconsistent with the provisions of this Act as may appear to it to be necessary or expedient for removing the difficulty. (2) No order as referred to in sub-section (1) shall be made after the expiry of three years from the date of commencement of this Act. (3) Every order made under this section shall be laid, as soon as may be after it is made, before each House of Parliament.

“(a) the date of publication of this notification in the Official Gazette as the date on which the provisions of sub-section (2) of section 1, section 2, sections 18 to 26 sections 35, 38, 39, 40, 41, 42, 43, and sub-sections (1) and (3) of section 44 of the said Act shall come into force;”
