Section 38. Consistency with other laws.(1) The provisions of this Act shall be in addition to and not in derogation of any other law for the time being in force. (2) In the event of any conflict between a provision of this Act and a provision of any other law for the time being in force, the provision of this Act shall prevail to the extent of such conflict.

“(a) the date of publication of this notification in the Official Gazette as the date on which the provisions of sub-section (2) of section 1, section 2, sections 18 to 26 sections 35, 38, 39, 40, 41, 42, 43, and sub-sections (1) and (3) of section 44 of the said Act shall come into force;”
