Is the Data Protection Board operational? 2 separate reasons it is not

The Data Protection Board of India exists in law, and no appointment to it has been located in MeitY's library as at 7 October 2026. Even fully staffed it could not take a complaint, because section 27 is not in force. Those are 2 different gaps.
